CLI command
weles release adopt-baseline
Record what a release published: write the released surface and the version declaration from the surface document that release carried, so the version gate judges later revisions against a real release instead of a hand-kept claim. Refuses a baseline that moves backwards unless the caller names the version being overridden, and refuses a surface document that names nothing.
